In case you missed it.  We received this email from the FHWA and wanted to pass it along. 

Transportation Performance Management
 

The second national performance measure regulation requires FHWA to determine:

(1) the minimum Interstate pavement condition level for each State (23 CFR 490.315 and 490.317) and (2) whether or not a State DOT has made significant progress towards the achievement of its pavement condition targets (23 CFR 490.109). 

To ensure consistency in the determination process we have developed a document titled “FHWA Computation Procedure for the Pavement Condition Measures (April 2018).”  While the process in the document is designed for internal FHWA use, we are making the document public to be transparent and to give State DOTs a frame of reference when establishing their targets. 

This is the first in a series of Standard Operating Procedures we will be publishing on the TPM website.
